Who We Are
MAUREEN HOLOHAN
is the Executive Vice President for Avise Solutions. She is a federal budget and legislative expert with extensive experience in both the executive and legislative branches. She held multiple senior positions while serving the House Appropriations Committee for 18 years, including Deputy Staff Director for the House Appropriations Committee.
Her strengths of quick analysis, strategizing, and negotiation in a dynamic environment were critical to multiple legislative successes. Prior to her front office role, she was staff director and clerk for the Veterans Affairs and Military Construction Subcommittee. She has wide experience across government, having served on multiple subcommittees including Defense and Agriculture. Maureen started her federal career at the Food and Drug Administration where she was an analyst for 12 years.
THOMAS V. HOLOHAN, M.D.
is the President and Chief Medical Officer of Avise Solutions, a service-disabled, veteran-owned small business (SDVOSB). Dr. Holohan is a Navy veteran, who served twenty years in the U.S. Navy Medical Corps and U.S. Public Health Service Commissioned Corps. While in the Corps, he was a researcher at the National Institutes of Health and a Medical Officer at the Food and Drug Administration. After military retirement, for eight years Dr. Holohan served in a leadership role at the Department of Veterans Affairs as the Associate Deputy Chief Medical Director for the Veterans Health Administration. He is an expert in clinical practice, related information technology, medical evaluation and research, health outcomes, and medical coverage.
An internationally regarded leader in health technology assessment, he accomplished U.S. admission into the International Network of Agencies for Health Technology Assessment (INATA). He was selected for the first Medicare Coverage Advisory Committee (MCAC), where he served for four years as Chair of the Panel on Drugs, Biologics and Therapeutics. Dr. Holohan also has extensive knowledge on biosecurity and was the first Executive Director of the National Science Advisory Board for Biosecurity at NIH; he has presented to the Biologic Weapons Convention in Geneva, Switzerland. Dr. Holohan has published more than two dozen articles in medical journals as well as written six book chapters and has frequently testified before Congress.
MARK ZALUBAS
is a systems engineer and the Chief Technical Officer of Avise Solutions. He brings over thirty years of IT industry experience to our clients. Mr. Zalubas' career has spanned systems integrators, software vendors, cloud service providers, and start-ups serving both federal and commercial clients. His specialty is architecture and engineering of complex mission/business applications. Mr. Zalubas spent five years as CTO of Merlin International, where he focused primarily on high-profile VA projects. He has also worked for Swish, Price Interactive, Oracle Corporation and General Electric/Military and Data Systems. At Avise, Mr. Zalubas provides technical leadership coupled with creative thinking and an intense focus on the customer’s business needs.
